Short scabbard style bag

Old scabbard style sort case with shoulder strap. Fairly short (see photos). Looks to be some sort of vinyl fabric with leather bits. Looks old but I'm unsure of its providence. There is a tag inside with some Cyrillic writing I can't make out. Some stitches ripping on the end but none of the leather or fabric has holes or tears.
