I have a Zulu Shotgun sold by Sears between 1897 and 1905. I'm not sure if it's exempt or not since some were but this one is a 2inch 12 Gauge so I think no matter what it would require a PAL.
I know the price is high but this is shipped with the soft case and 3 pre cut shells that you can load with black powder, paper wadding and some shot.
This was and can still be a utility bush gun, I've worked up several loads for it using slugs, buckshot, and #6 lead shot. If you want my notes just let me know and I'll type them up so you don't have to decipher my atrocious handwriting.
