Rod has a notch that must face down to allow the cyl rod latch/ catch to grab it when you gently pull the latch down. To remove the cyl rod push it up slightly & pull it out. 

No indexing. Cylinder stop barely rebounds up & down, essentially stays engaged all the time to some degree on the cylinders notches.
