The whole setup was put together by a licensed gunsmith, professionally glass bedded and bore sighted. YES this absolutely legally counts as a shotgun for shotgun-only seasons.
I took a nice black bear with this setup. Imagine a 20ga mag-fed, bolt action shotgun that makes 2" groups at 200 yards at the range - it's an absolute tack driver.
