This was part of a low production run clothing set designed and sold by QILO Tactical in NYC. 

It features a water repellent surface, and water repellent full length zipper, an integrated hood, and hand pockets.

The material is seriously of the very highest quality, and although I am not keeping this item, I have several other QILO items that I wear and use, and I absolutely love their gear. You will too!
