This is the venerable Enhanced LBV88 which was popular with US Army Rangers and Green Berets before being more widely adopted by Army Infantry and US Marine combat units. 

It's surprisingly comfortable and pleasantly lightweight, made with what appears to be a 500 denier nylon cloth and a nylon mesh for breathability. Two of the sewn on dedicated pouches hold 2x STANAG mags, and two of them hold 1x STANAG mags. The shoulder straps are wide and soft, making them especially useful with rucksacks, and there are even two buttoned nylon keepers on the front shoulders to better secure a hydration pack or backpack. 

This one includes a matching woodland nylon belt done in period correct fashion, and can be sized to fit a waist between 27" and 47".
