The Ruger 10/22 action is always hold down to the stock by 1 screw putting tension on barrel and stock. Ruger producer knows that there is a problem, so they separated regular 10/22 and built a separate, specialized unit they call Custom Ruger 10/22.

They come up with a separate metal piece that is screw to the relatively normal 10/22 receiver and from this piece they provided additional screw to hold down the receiver to the stock.
